He was born on February 6, 1975, in the village of Lypnyky, located in what is now the Lviv district of Lviv Oblast. In his professional life, Pankiv was an entrepreneur and an active participant in the nation's civic affairs.

His involvement in pro-democracy movements began with the Orange Revolution in 2004. He later joined the Euromaidan protests in Kyiv, starting on December 5, 2013. The tragic culmination came on February 20, 2014, during a violent assault on protesters on Institutska Street. While helping to evacuate the injured, Pankiv was fatally shot, paying the ultimate price for his bravery.
