This initiative is being carried out in close collaboration with the UN High Commissioner for Refugees (UNHCR), OCHA, and UNICEF to ensure timely support reaches the most vulnerable populations. During a recent meeting, Ukraine’s Minister of Social Policy, Family, and Unity, Denys Ulyutin, discussed the details of Cabinet Resolution No. 1084 dated September 3, 2026, with representatives from these organizations.

Support Framework and Implementation

The resolution establishes a framework for distributing assistance during the heating season using funds allocated through humanitarian aid accounts designated for civilians affected by martial law in Ukraine, alongside contributions from both international and national organizations. Coordination efforts aim to align government mechanisms with humanitarian resources to accurately assess and address unmet needs. The Ministry and its humanitarian partners are finalizing agreements on which agencies will provide support and in which regions.

Accurately determining the financial coverage already in place and identifying gaps requiring additional funding are key priorities. The number of households assisted and any operational or funding shortfalls are being evaluated. To facilitate this, a joint monitoring system is being developed to provide ongoing updates on applications, payments, funding levels, needs, and underserved areas. Local authorities, especially those in frontline regions, are actively involved in this process. All parties have agreed to maintain technical coordination to ensure seamless data sharing.

'It is crucial to synchronize the state mechanism with humanitarian resources and clearly identify where support is already provided and where gaps remain,' emphasized Denys Ulyutin.

He also highlighted, 'Our goal is to ensure assistance reaches people before the winter risks become critical.' Implementing this financial aid mechanism for the cold season represents a vital step toward stabilizing support and aiding vulnerable groups.

This winter assistance program is a direct response to the challenges posed by the ongoing martial law in Ukraine, aiming to deliver effective aid to those who need it most.
