Ihor Klymenko's Performance Review as Ukraine's Minister of Internal Affairs

According to Державна міграційна служба: Ukraine's Interior Minister, Ihor Klymenko, has delivered a comprehensive assessment of his work after more than three years in office. His tenure has focused on several key areas, including:

  • mitigating the consequences of the war;
  • bolstering the National Guard;
  • establishing new units;
  • launching the 112 emergency service;
  • digitizing public services; and
  • fighting corruption.

During his address, Klymenko expressed gratitude to all ministry employees, stating:

“I thank every single person who, looking back, will never be ashamed of their work. This is the principle I have followed and will continue to follow for the sake of Ukraine.”

Over his term, Klymenko highlighted the critical importance of addressing the fallout from Russian attacks, rescuing people after shelling, evacuating residents from frontline communities, conducting humanitarian demining, securing the state border, maintaining law and order, and repelling the enemy on the hottest sections of the front. To achieve these goals, the combat capabilities of the National Guard were enhanced, and new management approaches were introduced, including a shift to a corps-based structure.

New units were created, including combat brigades, artillery, assault, and drone formations, along with the establishment of the 'Azov' and 'Khartyia' corps. A major milestone was the launch of the 112 emergency service and the '112 Ukraine' mobile app, which provides rapid assistance during emergencies. The 'Barrier-Free Driving Schools' project was implemented, and a network of security-focused lyceums was created for the children of Ukraine's Defenders. Work also began on forming an Educational Security Service.

Klymenko also stressed the importance of digitalization, which has led to the digitization of dozens of government services and expanded access to ministry services for Ukrainians abroad. Corruption risks have been reduced through the adoption of new technologies, including the launch of a Unified Register of Weapons and a voluntary declaration procedure for firearms. Klymenko noted that today is a day of gratitude:

“It has been an honor to work with you over these more than three years.”

International Initiatives and Security Measures

On the international front, key initiatives include the 'Shelter Coalition' and the introduction of a differentiated air-raid warning system. A network of Security Centers and a system of community rescue officers have been developed to ensure public safety during wartime. These steps reflect the Interior Ministry's systematic approach to maintaining security and stability across the country.

Summing up Ihor Klymenko's work as interior minister, it is clear that his efforts have been focused on preserving safety and stability in Ukraine amid the war. Initiatives like the 112 Service and the new National Guard units demonstrate a commitment to improving emergency response and protecting the population. These efforts are vital for upholding the rule of law and sustaining the morale of Ukrainians during these challenging times.

As Klymenko reflects on his accomplishments, it's essential to recognize the broader impact of the Ministry of Internal Affairs on everyday life in Ukraine. For instance, in 2026, the MVD service centers processed over a million vehicle transactions, showcasing the ministry's commitment to enhancing public services. This development not only illustrates the operational efficiency of the ministry but also underscores the ongoing efforts to improve the lives of citizens amid challenging times.
