Monthly Drone Deliveries to Ukrainian Military Units Are Now Guaranteed by the Defense Ministry

Launch of the 'Baseline Level' Project

According to Главком: The Ukrainian Ministry of Defense, together with the General Staff of the Armed Forces of Ukraine, is rolling out the first phase of a program called 'Baseline Level.' This initiative ensures that all defense units receive a minimum guaranteed monthly supply of unmanned aerial vehicles (UAVs). The first batch of drones is scheduled for delivery in July of this year.

Types of Drones Available

During this initial phase, units will be able to select their drones through the DOT-Chain system. The available drone types include:

• FPV drones using radio control or fiber-optic systems
• Mavic quadcopters
• Bomber drones
• Fixed-wing reconnaissance drones, also called 'wings'
• Light middle-strike drones

Manufacturers will benefit from predictable demand forecasts spanning 6 to 12 months, which is expected to improve their production planning and efficiency.

“This is just the first stage. We will gradually expand the 'Baseline Level of Supply' beyond drones to include other categories of weapons and military equipment, making this approach the new standard for supplying the Defense Forces,” said Mykhailo Fedorov, a representative of the Ministry of Defense.

Additionally, starting in July 2026, direct funding for each battalion engaged in combat missions is set to increase. The Ministry of Defense has also certified a new UAV system called 'Talion,' which combines the capabilities of an interceptor drone (for taking down enemy UAVs) and a strike drone. The 'Baseline Level' project is expected to be a major step forward in equipping Ukraine’s defense units with cutting-edge technology.

This project is part of a broader strategy to modernize Ukraine’s armed forces, aiming to boost the country’s overall defense effectiveness. By integrating advanced technologies like UAVs, units can carry out their missions more efficiently in modern warfare.
