Ukraine's Defense Ministry Plans Second Phase of Mobilization Reform with Overhaul of Recruitment Centers
Ukraine’s Next Wave of Mobilization Reform
According to Radiotrek — Світ: The Ukrainian Ministry of Defense is preparing a second phase of mobilization reform, focused on modernizing the operations of Territorial Recruitment Centers (TCCs) and conscription services. These changes are slated to begin in July 2026. The first phase has already been completed, introducing new contract types and adjustments to military personnel pay.
Changes Coming to Recruitment Centers
Significant changes are ahead for TCCs. The initial transformation covered service conditions, the contract system, military payments, and rules for returning after unauthorized absence from units. As part of this phase, new contract formats were rolled out, including:
- infantry-assault contracts
- combat contracts
- basic contracts
Contract durations range from 6 to 24 months. Upon completion, service members are guaranteed a deferral from mobilization for at least six months.
According to available data, monthly pay for infantry and assault troops can reach approximately 300,000 hryvnias. Ukraine currently remains under martial law and general mobilization, both extended until August 2, 2026. Conscription applies to military-liable men aged 25 to 60 who are not eligible for deferment, are not reserved by enterprises, and have been deemed fit for service by a Military Medical Commission (MMC)-including those previously classified as 'limited fit.'
These planned changes to the mobilization system reflect Ukraine’s effort to adapt to the realities of modern warfare and improve military service effectiveness. Overhauling the TCCs and conscription services could streamline army recruitment by offering more flexible contract terms and better funding. Such steps are critical given the country’s prolonged wartime situation, which demands continuous updates to mobilization strategies and military resource management.
As the Ukrainian Ministry of Defense embarks on this next phase of mobilization reform, understanding the broader implications of these changes is crucial. The adjustments to the recruitment process and service contracts not only aim to enhance military readiness but also reflect a strategic response to ongoing challenges.
