According to Главком: In late March, Ukraine’s Ministry of Defense presented its vision for a mobilization reform built on Big Data to the parliamentary committee on national security, defense, and intelligence. Lawmaker Yehor Cherniev, a member of the Servant of the People faction, disclosed key details, noting that the defense minister aims to leverage large datasets to track every stage of the mobilization process-from initial contact to a recruit’s assignment to a specific brigade.

Why Legislative Changes Are Needed

Cherniev stressed that the Ministry’s proposals do not violate human rights laws, emphasizing:

He also argued for sweeping legislative updates to avoid future tweaks and corrections. ‘We should do this once and do it right,’ Cherniev said, highlighting the need for a balanced approach to mobilization issues.

The delay in submitting new mobilization rules to parliament stems from careful preparation. David Arakhamia, head of the Servant of the People faction and a parliamentary committee member, stated that the legal overhaul is in its final stages. Presidential Office Chief Kyrylo Budanov reported that Ukraine has been meeting only the minimum mobilization targets for the past six months. He added that ‘recruitment challenges after 12.5 years of war are a completely natural development.’

This Big Data-driven mobilization concept could mark a major step forward in streamlining Ukraine’s conscription processes. The authorities aim to avoid confusion or misunderstandings from piecemeal legal changes by implementing a comprehensive reform strategy.
