According to Главком: The Ministry of Defense of Ukraine has officially refuted widespread claims that electronic draft notices would be introduced through the 'Reserve+' application starting in April. The ministry clarified that the concept of an 'electronic draft notice' does not exist under current Ukrainian law. Furthermore, no state body is legally authorized to create or distribute such digital summons.
Ministry representatives stated that the 'Reserve+' app does not contain, and is not being developed to include, any functionality for issuing electronic draft notices. The press service of the 'Diia' platform confirmed that no draft notices will be sent via 'Diia'. The 'Reserve+' app has, however, begun sending notifications to inform users that traditional paper summonses have been mailed to them by their local Territorial Recruitment and Social Support Centers (TCC).
“The 'Reserve+' application does not have this functionality, and no work is being done to create it. 'Reserve+' operates on a different principle. It is a tool for fast and transparent interaction between citizens and the state: updating data, accessing information, and simplifying processes without unnecessary bureaucracy,” emphasized the Ministry of Defense of Ukraine.
Therefore, reports about the implementation of electronic draft notices via 'Reserve+' are false. For the time being, citizens should continue to rely on official paper summonses delivered by mail.
