Abu Dhabi Peace Talks: Russia's Demand for Full Control of Donetsk Region
Peace Talks Resume in Abu Dhabi
According to Главком: Peace negotiations, mediated by the administration of U.S. President Donald Trump, are set to resume this Sunday in Abu Dhabi. The central issue on the table is Russia's demand to assume complete control over Ukraine's Donetsk region. The Ukrainian-held portion of Donetsk is one of the most heavily fortified sections of the front line, with defensive structures having been built there since 2014, when Russia first invaded Ukraine. These talks represent a critical diplomatic effort to resolve a conflict that has destabilized European security for nearly a decade.
U.S. Secretary of State Marco Rubio has stated that the status of the Donetsk region is now the sole remaining point of negotiation. Russian Presidential Foreign Policy Advisor Yuri Ushakov has publicly criticized Rubio's assertions. In December, Ukrainian President Volodymyr Zelenskyy expressed a willingness to consider compromises but emphasized that the country's territorial integrity is non-negotiable. He also mentioned the potential for a mutual withdrawal of Ukrainian and Russian forces from parts of the Donetsk region.
Strategic Stakes and Diplomatic Maneuvers
Recall that in December 2022, the Kremlin declared the annexation of the Luhansk, Donetsk, Kherson, and Zaporizhzhia regions. Sloviansk, the city where what Moscow called a pro-Russian separatist uprising began in 2014, remains a key strategic point. Last summer, the Trump administration floated the idea of a territorial swap concerning Donetsk, which was followed by a summit in Anchorage. There, a 28-point plan was drafted with the involvement of Putin's special envoy, Kirill Dmitriev.
The Siverskyi Donets – Donbas canal, which supplies water to the region, was destroyed at the start of the full-scale invasion in 2022. Its source is located northeast of Sloviansk in Ukrainian-controlled territory. On January 31st, Donald Trump's special envoy, Steve Witkoff, met with Kremlin representative Kirill Dmitriev in Miami, signaling ongoing diplomatic efforts to resolve the conflict.
Discussions over Donetsk remain highly tense, with experts warning of the potential consequences of any compromises for Ukrainian national unity. Alexander Gabuev, Director of the Carnegie Russia Eurasia Center in Berlin, stressed the fundamental importance of territorial integrity for Ukraine, noting that
"people have shed blood for this."
He warned that any concessions could become a 'slow-motion bomb' under Ukrainian unity.
The Abu Dhabi talks will be a decisive stage in the search for peace. However, as senior political scientist at the RAND Corporation, Sam Charap, pointed out, it remains an open question whether Russia will accept any rejection of its proposals. The outcome of these negotiations could be pivotal, particularly regarding the territorial disputes that are at the heart of the war. The situation in the strategically vital Donetsk region may significantly influence the future actions of both nations, with potential compromises causing deep concern for Ukraine's cohesion.
