According to ХВИЛЯ: The International Register of Damage for Ukraine has launched a new claims category, A1.2, designed to document losses related to forced displacement abroad due to Russia's full-scale invasion that began on February 24, 2022. This mechanism is part of broader international efforts to establish a record of war-related damages. Applicants can file their claims remotely using the 'Diia' app or portal. All submitted claims will be reviewed by a future Claims Resolution Commission.

Category A1.2 applies specifically to individuals compelled to leave their homes and relocate to other countries. The right to file a claim extends not only to those who fled Ukraine after the invasion but also to citizens who were already abroad when the war started and could not return due to high security risks. A crucial factor for confirming forced displacement status is holding official protection in the host country. Ukrainians who have received temporary or international protection in Poland or any other nation as a result of the Russian invasion are considered forcibly displaced.
Category A1.2 is the fifteenth type of claim now available for submission to the International Register. Currently, this legal mechanism is accessible only to Ukrainian citizens. All compensation claims first undergo a check for compliance with basic formal requirements. Subsequently, they will be passed to the future Claims Resolution Commission, which will determine the appropriate compensation amount for each claimant.
Other existing claim categories include:
- Loss or complete destruction of housing
- Sustained bodily injury
- Death or disappearance of family members
- Conflict-related sexual violence
- Other serious harm
Ukrainians can submit their claims to the International Register of Damage remotely via the 'Diia' app or portal.
The launch of the new Category A1.2 within the International Register of Damage is a significant step in supporting Ukrainians who have suffered war-related consequences. It not only helps document their status but also establishes a legal framework for potential future compensation.
