Ukraine Revises Military Draft Regulations and Eligibility Criteria
According to ХВИЛЯ: Ukraine's state of martial law has been extended until May 4, 2026, with mandatory mobilization continuing. The Ministry of Defense is preparing proposals to strengthen conscription rules, reflecting the nation's ongoing military needs. This mobilization effort defines which citizens are subject to the draft and outlines the procedures for receiving a summons. These measures come as Ukraine continues to defend its sovereignty against a full-scale invasion.
Citizen Groups Subject to Conscription
The draft age for mobilization is set between 25 and 60 years. Men over 60 cannot be forcibly conscripted. The categories of citizens eligible for mobilization include:
- Men aged 25-60 who are deemed medically fit for service and do not possess a formal deferment or exemption;
- Men aged 18 to 60 with prior military experience;
- Men who have grounds for a deferment but have not officially registered for one;
- Young men aged 18-24 who have completed basic military training, attended a military department at a university, or served in the military.
Forced mobilization may also apply to young men aged 18-24 if they have completed basic military training, attended a military department, or served. It is important to note that individuals with an official deferment or exemption may only join the military voluntarily under contract. Failure to report to a Territorial Recruitment Center (TCC) after receiving a summons can result in a fine.
