Detention by TCC: in which cases it is legal and when it is not
According to hvylya.net: The 'Lawyers.UA' website explained to Ukrainians that employees of the Territorial Recruitment Centers (TCC) do not have the right to detain conscripts. This function exclusively belongs to the staff of the National Police of Ukraine.
Police officers can carry out an administrative detention only if the person has committed an administrative offense. Such offenses include, for example, refusal to provide registration data, disobedience to a call to the TCC, or late passing of a military medical commission by individuals of conscription age or who have received an appropriate direction from the TCC.

The right of law enforcement officers to check documents
According to the law, police officers have the right to stop a person for checking documents. However, if a citizen cannot present a military document due to lack of internet access, there is a risk that law enforcement will try to detain him to clarify the circumstances, explaining this as an administrative violation.
