New Driver's License Legislation in Ukraine

According to ХВИЛЯ: The Ukrainian Ministry of Internal Affairs has introduced a comprehensive reform of age requirements for obtaining driver's licenses, categorized by vehicle type. This overhaul is part of a new draft law, No. 8082, which also proposes specific measures for older drivers and reiterates penalties for traffic violations. These changes aim to enhance road safety and align national standards with European practices. The new minimum age requirements are as follows:

  • 16 years – for mopeds and light motorcycles;
  • 18 years – for passenger cars and trucks (categories B, C);
  • 19 years – for trucks with heavy trailers;
  • 21 years – for buses and public transport vehicles.

Key Provisions of Draft Law No. 8082

Draft Law No. 8082 seeks to synchronize Ukrainian regulations with European norms, particularly concerning senior drivers. The main proposals in the document include:

  • mandatory cognitive ability and mental health assessments for drivers over 65;
  • reducing the validity period of licenses to 5 years for individuals over 70;
  • the option for more frequent medical examinations, a practice already established in some EU countries like Spain.

Regarding exams, the theoretical test costs 250 hryvnias, while the practical test is 420 hryvnias. There is no limit on the number of attempts to pass the practical exam, but a retake is only permitted after a minimum 10-day waiting period. Furthermore, parents will face a fine of 3,400 hryvnias if their underage child drives a vehicle without a license. Speeding fines are tiered:

  • for exceeding the limit by 20 km/h – starting from 340 hryvnias;
  • for exceeding the limit by 50 km/h or more – up to 1,700 hryvnias.

A 50% discount on fines is available if payment is made via the 'Diia' app or the Interior Ministry's online services within the first 10 days. Ukraine is gradually transitioning to electronic violation protocols, a move designed to streamline procedures for drivers.

The proposed legislative amendments address not only age limits but also broader road safety concerns, especially for older drivers, which could help reduce the risk of traffic accidents.

The updating of traffic rules and penalties, coupled with the implementation of electronic protocols, indicates a trend toward modernizing Ukraine's traffic management system in line with European standards.
