New Task Force Established by Ukraine’s Interior Ministry to Regulate Civilian Firearms
Task Force Launched for Civilian Gun Regulation
According to Главком: Interior Minister Ihor Klymenko has signed an order creating a dedicated task force to develop legal and regulatory frameworks for civilian firearms in Ukraine. This initiative is a top priority for the Ministry of Internal Affairs, as it directly impacts public safety and legal oversight in this area. The working group will include members of parliament, law enforcement officials, civil society representatives, and subject-matter experts.
Core Objectives of the Task Force
The group will focus on two main priorities:
- establishing a clear procedure for obtaining firearm permits;
- defining rules for liability and self-defense.
Ihor Klymenko: 'Today I signed the Ministry’s order to create a task force for legal and regulatory work on civilian firearms circulation. It is within this platform that agreed-upon positions will become proposals submitted to the relevant committee of the Verkhovna Rada.'
Meanwhile, a voluntary firearm declaration campaign is ongoing in Kyiv. To date, residents of the capital have registered over 2,200 firearms and more than one million rounds of ammunition. This reflects growing public engagement in legalizing personal weapons and increased awareness of security issues. The minister emphasized that 'a quality result comes from focus, not from trying to discuss everything at once,' highlighting the importance of targeted efforts by the task force.
The creation of this task force could mark a significant step toward improving security in Ukraine and formalizing the circulation of firearms. Amid rising attention to self-defense rights and gun ownership, the ministry’s initiative may have a major impact on shaping the country’s legal framework in this area. The active participation of citizens in voluntary declarations suggests a readiness to comply with new rules and could strengthen public trust in state institutions concerning safety and regulation.
The establishment of this task force coincides with the ongoing voluntary firearm registration campaign in Kyiv, which has already seen over 2,200 firearms declared. This initiative not only highlights the public's growing interest in legal weapon ownership but also underscores the need for comprehensive regulations that the new task force aims to implement. As citizens become more involved in the discussion around firearm laws, the outcomes of these efforts could significantly influence future legislation in Ukraine.
