Shooting at Lutsk Recruitment Office Marks Third Assault This Month

According to Главком: On February 24, a man opened fire on personnel at a Territorial Recruitment and Social Support Center in Lutsk. The assailant was subsequently detained and his weapon confiscated. Fortunately, no military personnel were injured in the attack. These centers, known as TCCs, are responsible for conscription and mobilization efforts across Ukraine.

This incident represents the third such assault in the past month. Previously, on February 15, a group of individuals in the Kyiv district of Odesa attacked TCC workers using tear gas and physical force. Earlier, on February 1 in Vinnytsia, a man fired shots toward a notification group, aiming at a service vehicle and law enforcement officers. In both prior cases, no one was injured and the attackers were detained.

Rising Number of Attacks Causes Alarm

Ukrainian Ombudsman Dmytro Lubinets has reported that his office received over 6,000 complaints regarding human rights violations during mobilization procedures in 2025. In response to these incidents, the Volyn Regional TCC has issued a firm condemnation of any acts of violence or armed aggression against military personnel performing their official duties. Such actions are deemed unacceptable and will be subject to appropriate legal assessment under current Ukrainian law.

The increasing frequency of attacks on territorial recruitment centers is causing significant concern among law enforcement and the public. Against the backdrop of ongoing mobilization and the high volume of human rights complaints, these incidents may point to underlying social tensions and highlight the urgent need for enhanced security measures for military staff. It is crucial for state authorities to consider these factors to ensure public order and safety during the execution of military duties.
