The Cabinet of Ministers has allocated 12.85 billion hryvnias under resilience plans for regions. These funds are designated to protect 209 critical infrastructure facilities located in frontline areas and the Kyiv region. This massive investment is part of a broader effort to harden the energy system against ongoing threats.
Rebuilding and Modernizing the Energy Sector
New estimates place the total need for the restoration and modernization of Ukraine's energy sector over the next decade at 90.6 billion US dollars. This figure is 34% higher than previous damage assessments, highlighting the immense scale of the challenge. The Ministry of Economy and the Ministry of Finance are developing a new lending program for energy projects targeting large and medium-sized businesses, which could help attract vital investment into this critical sector.
The key priorities for preparing for the winter of 2026-2027 are:
- Protecting energy facilities,
- Developing distributed generation,
- Providing backup power sources for heating and water supply facilities,
- Decentralizing heat supply.
