According to ХВИЛЯ: On March 26, NATO Secretary General Mark Rutte presented the alliance's annual report for 2025, formally designating Russia as the most significant threat to security and peace in the Euro-Atlantic region. The document warns that in a direct military conflict with NATO, Russia would likely concentrate its strikes on critical energy infrastructure targets. This assessment underscores the growing strategic importance of energy security within the framework of contemporary military threats.
Support for Ukraine and Defense Spending
The report also details how NATO is analyzing Ukrainian battlefield experience and enhancing its own training to protect vital energy facilities. A central theme is the continued necessity of supporting Ukraine to defend itself against Russian aggression. The report explicitly states:
'It is vital that the Alliance continues to provide Ukraine with the support it needs to defend itself today, while also helping it to be prepared to deter any future Russian aggression tomorrow.'
In 2025, all 32 NATO allies met the target of spending 2% of GDP on defense for the first time. European members and Canada collectively spent $574 billion on defense, a 20% increase from the previous year. However, the Czech Republic and Hungary reduced their defense budgets in real terms when accounting for inflation. The United States continues to account for approximately 60% of NATO's total nominal defense expenditures.
NATO is further developing a comprehensive system to coordinate military aid, logistics, and training for Ukraine.
