Ukrainian Anti-Corruption Agency Launches Full-Scale Audit of Ex-Minister Halushchenko's Assets
Full Audit of Herman Halushchenko's Declaration
According to Главком: Ukraine's National Agency on Corruption Prevention (NACP) has initiated a comprehensive audit of the asset declaration filed by former Energy and Justice Minister Herman Halushchenko. This probe, which began on March 16, 2026, comes while Halushchenko is a suspect in the 'Midas' case and remains in custody. He faces charges of money laundering and participation in a criminal organization.
The full audit of Halushchenko's declaration for the incomplete 2025 year is expected to last between 120 and 180 days. Notably, no financial control measures were applied to Halushchenko in previous years. Key allegations include his failure to declare a 647-square-meter property on Dobrovolchykh Batalioniv Street in Kyiv. Furthermore, on February 18, 2026, he confirmed having rented a property belonging to Zakharschenko on a daily basis for a period, at a cost of $130 per day.
Custody Status and Potential Consequences
Herman Halushchenko has been held in pre-trial detention since February 17, 2026. On March 2, the Appeals Chamber of the High Anti-Corruption Court ruled to keep him under arrest. Currently, Halushchenko could secure his release by posting bail set at 200 million hryvnias. However, he has stated:
“This bail amount effectively forces me to remain in pre-trial detention without the possibility of posting it.”
Halushchenko was detained on February 15, 2026, while attempting to leave Ukraine. The investigation is ongoing, and the NACP's subsequent steps in auditing his declaration are under intense public scrutiny. This case is being closely watched as a test of Ukraine's anti-corruption institutions, which have been a focal point of international support and domestic reform efforts.
The situation holds significance not only for Halushchenko but for the Ukrainian political system as a whole, underscoring the critical importance of financial oversight and transparency for public officials. Given the serious charges against him, the results of the NACP audit could have substantial implications for the future trajectory of anti-corruption policy in Ukraine.
The ongoing legal challenges for Herman Halushchenko have raised questions about his treatment while in custody. Recently, he has taken steps to prevent the disclosure of his detention conditions, adding another layer of complexity to this high-profile case. As the audit unfolds, the implications for both Halushchenko and Ukraine's anti-corruption efforts remain significant.
