According to Главком: The German government has introduced a new general export license (AGG), simplifying the process for arms shipments to Ukraine and nations in the Persian Gulf. German Economy Minister Katharina Reiche stated that this measure allows German companies to supply weapons without needing to submit individual applications to the Federal Office for Economic Affairs and Export Control (BAFA). This license will remain in effect until September 15, 2026. This move is part of a broader European effort to expedite military aid to Ukraine while addressing security concerns in the Middle East.
Scope and Requirements of the New Policy
The new rules apply to Ukraine and the following Gulf Cooperation Council states:
- Saudi Arabia
- United Arab Emirates
- Qatar
- Kuwait
- Bahrain
- Oman
The license covers supplies for air and maritime defense systems, as well as demining equipment. Exporting companies must comply with registration requirements and submit monthly reports on their shipments.
Katharina Reiche noted: 'Iran's indiscriminate attacks on Gulf states have created an urgent need for armaments, particularly for air defense.'
Simultaneously, Ukraine's need for military support, especially for air defense, remains acute.
