According to ХВИЛЯ: Ukraine's Ministry of Education and Science has announced a major overhaul of the salary system for teachers, set to take effect on September 1, 2026. Deputy Minister Andriy Stashkiv outlined the plan during a parliamentary committee meeting. The reform aims to raise the base salary, integrate various allowances, and create a more equitable income distribution between novice and veteran educators. This initiative comes as Ukraine seeks to stabilize and strengthen its education sector amidst ongoing challenges.
Currently, a teacher's base salary often constitutes less than half of their total take-home pay, raising concerns about adequate compensation. Following a previous 30% salary increase, budgetary resources remain available to fund this next phase of growth starting in September 2026. Deputy Minister Stashkiv stressed that a fully functional model, comprehensive explanatory work, and all necessary legislative amendments must be finalized by September 1st.
Key Proposals from the Ministry of Education and Science
The Ministry has put forward three core proposals for the reform:
- A significant increase to the base salary;
- A fairer distribution of income among teaching staff;
- Protection of income levels for all categories of teachers.
A detailed schedule for preparing and approving the required documents has been established. An expert group will begin six weeks of work in February 2026. The Cabinet of Ministers is expected to approve the draft law in March, with submission to the Verkhovna Rada (Ukraine's parliament) following in April. From May through August, the focus will shift to adopting secondary legislation and training school principals on the new system.
