Ukraine Implements New Rules for Evacuating Museum Collections

According to Главком: In a move to protect its cultural heritage during the ongoing full-scale war, the Ukrainian Cabinet of Ministers has approved a new procedure for evacuating museum items. This long-awaited decision, proposed by the Ministry of Culture led by Tetiana Berezhna, establishes a mandatory evacuation zone within 50 kilometers of the frontline. This policy is a critical step in safeguarding valuable cultural artifacts from the direct threats of conflict.

Key Provisions of the Updated Evacuation Protocol

Based on an analysis of evacuation practices over recent years, the Ministry of Culture has prepared the new document. Under the updated rules, evacuated items must be relocated to a location no less than 75 kilometers from the combat line. The mandatory evacuation applies not only to areas within 50km of the front but also to territories officially listed as active combat zones. The evacuation itself can be initiated by regional military administrations in coordination with military command.

Minister Tetiana Berezhna also announced a significant simplification of the procedures. The Ministry of Culture will now make decisions for state institutions, while regional military administrations handle communal establishments. Crucially, museum directors are now authorized to act independently in the face of an immediate threat without waiting for prior approval. To optimize the process, a three-tier priority system has been introduced, based on the value of the museum pieces. A decision on returning evacuated items must be made within 12 months of the termination of martial law.

This decision is a vital step for preserving Ukraine's cultural heritage during the war, as many museum exhibits hold immense historical and cultural value.
