According to Главком: Ukraine has introduced electricity supply restrictions for industrial consumers, effective from April 2, 2026. These measures, in force daily from 00:00 to 10:00 across all regions, are a direct response to the severe damage inflicted on the nation's energy infrastructure by Russian missile and drone attacks. These strikes have critically undermined the stability of the power grid, forcing authorities to implement controlled rationing to prevent wider blackouts.

Funding and Winter Preparedness Plans

To bolster the system, the Ukrainian Cabinet of Ministers has allocated 12.85 billion hryvnias from resilience plans. This funding is designated for 209 infrastructure projects in frontline regions and the Kyiv area, specifically aimed at preparing for the upcoming winter. The broader, long-term challenge is immense: the total estimated cost for restoring and modernizing Ukraine's energy sector over the next decade is now $90.6 billion, a figure that has increased by 34% from previous assessments due to escalating war damage.

In parallel, the Ministry of Economy and the Ministry of Finance are developing a new loan program to support energy projects for large and medium-sized businesses. In light of the current restrictions, Ukrenergo, the national power company, has issued specific guidance to the public:

The key priorities for preparing for the winter of 2026-2027 have been outlined as follows:

  • Protecting energy facilities,

  • Providing backup power sources for heating and water supply facilities,
  • Decentralizing heat supply systems.
