Digital Waybill System Set for Ukrainian Freight
According to Міністерство інфраструктури: The Ukrainian Ministry for Communities and Territories Development has published a draft law introducing mandatory electronic consignment notes (e-CMR) for domestic freight transport. The new digital system is scheduled to become compulsory from January 1, 2027. Paper documents will only be permitted in cases where technical issues prevent the use of the electronic format.
Objectives of the Digital Transition
The electronic consignment note system is already operational through six authorized e-document platforms. This mandatory shift is designed to achieve several key goals:
- Streamline business operations;
- Automate cargo tracking;
- Reduce paperwork costs;
- Strengthen oversight of shipments;
- Combat shadow schemes and vehicle overloading.
Oleksiy Kubra, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development: 'The implementation of e-CMR is a crucial step toward the full digitalization of freight transport in Ukraine. We are moving from paper-based processes to a transparent and clear system, which is precisely why e-CMR is already available. This is not just a convenience for business but a real tool to fight shadow schemes, vehicle overloading, and abuses. Our task is to create equal and transparent rules for all market participants and ensure systemic solutions in the digitalization of transport – this is the purpose of the draft law.'
Feedback and proposals on the draft law are being accepted until May 9, 2026, and can be submitted to the email address provided by the Ministry for Communities and Territories Development.
This move aligns with broader European trends toward digitalizing transport documentation to enhance efficiency and security. The introduction of electronic waybills is part of a wider Ukrainian digitalization strategy aimed at increasing efficiency and transparency in the freight sector.
