Ukraine Submits Evidence to ICC Detailing Russian Attacks on Its Energy Grid
Documenting Attacks on Ukraine's Energy Infrastructure
According to Главком: The Office of the Prosecutor General of Ukraine has submitted a comprehensive file to the International Criminal Court (ICC) concerning Russian Federation attacks on Ukrainian energy infrastructure from July 2025 through February 2026. The submitted evidence documents civilian casualties, including deaths and injuries, as well as widespread damage to the national power system. The file also identifies specific Russian military units and leadership potentially implicated in these actions. This submission is part of a broader international effort to hold Russia accountable for alleged war crimes during its ongoing invasion.
Prosecutor General Ruslan Kravchenko stated that the document was prepared jointly with the Main Investigative Department of the Security Service of Ukraine (SBU) and an interagency working group of military specialists. The evidence was compiled in accordance with Article 15 of the Rome Statute of the ICC. The attacks under investigation targeted all types of energy facilities across most regions of Ukraine, utilizing land-, air-, and sea-based weaponry.
Scale of the Attacks and Their Impact
The intensity of these strikes exceeded levels seen in previous periods, including from October 2022 to March 2023 and from March 2024 to March 2025. The entire technological chain of the energy system was affected, encompassing power generation, high-voltage transmission, and local distribution. From July 2025 to February 2026, these attacks resulted in the deaths of 11 civilians and injuries to 68 others. The Office of the ICC Prosecutor has also been informed of the attack chronology, consequences, and the specific Russian Armed Forces units and leadership figures potentially responsible.
The submission is intended for consideration to expand the charges against Russian officials who are already under investigation by the ICC Prosecutor's Office. Ruslan Kravchenko noted that the work of gathering and systematizing evidence is ongoing. The total estimated need for the recovery and modernization of Ukraine's energy sector over the next decade is now $90.6 billion, a figure 34% higher than previous damage assessments.

- Thermal Power Plants (TPPs)
- Hydroelectric Power Plants (HPPs)
- Combined Heat and Power Plants (CHPPs)
- Distribution Networks
Units of the Russian armed forces, as well as representatives of Russia's military-political leadership, are identified as potentially responsible for the attacks.
This initiative by Ukraine's Prosecutor General's Office reflects the growing international legal pressure on Russia regarding its actions in Ukraine.
