Complaint Statistics Against Military Recruitment and Social Support Centers

According to ХВИЛЯ: Ukraine's Parliamentary Commissioner for Human Rights, Dmytro Lubinets, has released data detailing a dramatic increase in grievances against the actions of Territorial Centers for Recruitment and Social Support (TCC and SP). He outlined systemic violations occurring during mobilization and provided specific incident examples. The overall volume of complaints has grown 333 times since the start of the full-scale war. In 2022, the Ombudsman's office received 18 appeals concerning TCC and SP actions; by 2025, this number had skyrocketed to 6,127.

Lubinets emphasized that military enlistment officers are now routinely concealing their faces during mobilization activities, a practice that raises serious concerns. There are numerous documented cases of TCC staff detaining citizens without police involvement. Furthermore, his office has received 1,700 complaints about rushed military medical commission (MMC) examinations, where doctors disregard existing medical documentation. There are known instances of people with serious spinal conditions being mobilized, sparking public outrage.

Incidents in Volyn and Public Reaction

In the Volyn region, an incident was recorded where TCC workers illegally detained and beat a man. The Ombudsman's monitoring group in Volyn encountered physical resistance, with one representative being blocked for over an hour. A criminal investigation has been launched into this event. The Ternopil region has become the leader in the number of complaints; it implemented a pilot project allowing military units to conduct mobilization independently. In contrast, the fewest complaints originate from the Khmelnytskyi region.

Public reaction to the inhumane conditions at the Bila Tserkva TCC only occurred after the information was published in the media. 'The only tool that forces authorities to react quickly is publicity. It is public exposure. It is the reaction of media representatives,' he noted. This situation highlights the immense pressure on Ukraine's mobilization system as the war continues.

The surge in complaints against TCC and SP activities points to severe problems within Ukraine's mobilization framework that require immediate resolution. The noted violence and disregard for medical indicators during mobilization events are causing alarm among citizens and human rights defenders. The critical importance of publicity in addressing these issues underscores the need for active monitoring and media involvement in overseeing the protection of citizens' rights during mobilization.
