Human Rights Violations During Mobilization Drives
According to Главком: Ukraine's Parliamentary Commissioner for Human Rights, Dmytro Lubinets, has reported that employees of Territorial Recruitment Centers (TRCs) are violating laws during mobilization efforts. His office has received over 6,000 complaints of human rights violations in 2025 alone, highlighting systemic issues in the conscription process. These complaints come amid the ongoing, full-scale war with Russia, which has placed immense pressure on Ukraine's military recruitment system.
Lubinets also expressed concern that in 2025, TRC staff have been routinely concealing their faces during mobilization activities. He stressed that this practice is a direct violation of citizens' rights, as only law enforcement officers are legally authorized to check identification documents under Ukrainian law and the Constitution.
Military Personnel Detained
In a separate, grave incident, police in the Dnipropetrovsk region detained three TRC servicemen on suspicion of inflicting fatal injuries on a 55-year-old man. The detainees have been charged with intentional grievous bodily harm leading to death, under Part 2 of Article 121 of Ukraine's Criminal Code. This case underscores the severe nature of some alleged abuses and the urgent need for accountability.
These events expose systemic problems in the mobilization process that can undermine public trust in state institutions.
