According to Главком: The Ukrainian Hydrometeorological Center has issued a yellow-level weather warning for Kyiv and the surrounding region, forecasting icy conditions for February 19th. The day is expected to be cloudy with moderate snow possible at night and light snow in some areas during the day. A predominantly western wind of 7-12 m/s is predicted, with nighttime temperatures dropping to 9-11°C below zero and daytime highs of 4-6°C below zero. Yellow is the lowest level on Ukraine's three-tier danger scale, but still signals hazardous conditions.
Advice for Drivers and Pedestrians
In response to the deteriorating weather, municipal inspectors have intensified their oversight. On February 17th alone, they issued 377 orders for poor snow clearance, filed 67 administrative protocols for ignoring requirements, and provided official notices to 259 property managers regarding compliance with municipal standards. The Kyiv City Prosecutor's Office has also announced that suspicions have been formally declared against nine managers of utility service companies.
Drivers are strongly advised to:
- Observe speed limits;
- Maintain a safe distance;
- Avoid risky maneuvers;
- Reduce speed to a minimum when approaching pedestrian crossings and children's facilities;
- Use side lights or fog lights.
If conditions worsen, it is not recommended to use vehicles with summer tires or to park on sidewalks and road shoulders. During snowfall, public transport is a safer alternative.
Pedestrians should take the following precautions:
- Walk slowly and deliberately;
- Keep legs slightly relaxed and bent at the knees;
- Step with the whole foot flat;
- Avoid keeping hands in pockets;
- If balance is lost, try to crouch down quickly.
Pedestrians must remain vigilant on sidewalks and remember that braking distance on slippery roads increases by 4-5 times.
The worsening weather in Kyiv and the region presents heightened risks for all road users and pedestrians. The current guidance from municipal inspectors and law enforcement aims to prevent injuries and ensure street safety.
