Pensions and payments may be suspended from 2026: who needs to undergo identification

Identification for pension payments
Ідентифікація для отримання пенсій та виплат стане обов'язковою з 2026 року: які категорії громадян підлягають цій процедурі.

Warning from the Pension Fund of Ukraine

According to ХВИЛЯ: The Pension Fund of Ukraine has warned of possible suspension of pension and social payments from January 1, 2026, for citizens who do not undergo mandatory identification by the end of 2025. These changes are related to new requirements introduced by the Cabinet of Ministers of Ukraine's resolution No. 299, which came into effect in March 2025.

Who is affected by the requirements?

Identification is mandatory for:

  • pensioners living abroad;
  • citizens living in temporarily occupied territories;
  • individuals who left these territories;
  • a portion of recipients of social payments, including individuals with disabilities since childhood, citizens receiving care assistance, and other categories.

How to confirm identity?

The Pension Fund offers several options for confirming identity, including:

  • personal visit;
  • online identification;
  • video verification.

It is also important that citizens who may receive payments from the Russian Federation must inform the Pension Fund of Ukraine about this.

It is crucial that the deadline for undergoing identification is set for December 31, 2025. Thus, citizens who do not meet this requirement risk being left without pension and social payments from the beginning of 2026.

These changes emphasize the importance of identification to ensure fair distribution of social payments in the context of economic and political instability in Ukraine.

The suspension of payments may create serious financial difficulties for vulnerable groups, including pensioners and individuals with disabilities, highlighting the need for timely responses to new requirements. Citizens should be informed about identification procedures and take action to avoid the risks of losing social guarantees.
