Peace Talks in Ukraine: Who and on What Terms is Ready to Talk
According to Студия Руслана Бизяева: The discussion of a peaceful resolution to the war in Ukraine continues, but the positions of the parties remain far apart. The Russian Foreign Ministry, according to analysts, is de facto excluded from the negotiation process, which is now led by Dmitriev's group. The last meeting between Russian Foreign Minister Sergey Lavrov and U.S. Secretary of State Antony Blinken took place back in July 2025 in Kuala Lumpur. The Russian side is putting forward conditions that are unacceptable for Kyiv and its partners.
As stated by Russian Deputy Foreign Minister Goluzin, 'external management under the auspices of the UN is needed to hold elections in Ukraine.'
The financial issue remains critical. Ukraine's budget deficit at the beginning of the year was 45 billion dollars. The EU approved loan assistance, under which the European budget will pay 3-4% per annum, while Ukraine will repay the funds after receiving reparations from Russia. At the same time, the U.S. is considering a lawsuit regarding the collection of imperial debts, with a decision expected in April, which creates additional risks for European assets.
Conditions for Holding Elections
Trump's plan involves financing of 100 billion euros from Russian assets and another 100 billion from Europe. The conditions for holding elections in Ukraine are also controversial:
- their preparation under martial law takes at least 2 months;
- requires changes in legislation;
- needs financing;
- a verified voters' register must be created.
