Moving from Poland to another EU country: what to do with temporary protection
Ukrainians planning to move from Poland to France or Portugal should correctly terminate their PESEL UKR status and only after that apply for a new temporary protection abroad. How to do this, reports Visit Ukraine.
Why protection can only be held in one country
According to EU rules, temporary protection cannot be in effect simultaneously in several countries. Therefore, before submitting documents in France or Portugal, it is necessary to officially complete the procedure in Poland. For this, it is required to terminate the PESEL UKR status and obtain a written confirmation.

The advantage of France and Portugal is the absence of prior online registration. It is enough to arrive and contact local authorities in person.

How the system works in different countries
France. The application is submitted to the prefecture at the place of residence. They issue APS — temporary residence permit for a period of 6 months with the possibility of extension. It provides access to work, healthcare, and schools.
Portugal. Documents are accepted at the AIMA service or local municipal offices supporting Ukrainians. After submission, a one-year temporary residence permit is issued with the right to work and access to public healthcare.
What rights the new status provides
In France and Portugal, conditions are similar: legal residence, work without additional permits, education for children, access to healthcare, and integration programs.
On September 16, 2025, the EU Council recommended gradually transitioning from temporary protection to national residence mechanisms. Although the regime has been extended until 2027, countries encourage Ukrainians to obtain more stable grounds for residence.
