According to ХВИЛЯ: The Main Service Center of the Ministry of Internal Affairs (MVS) has clarified the regulations for modifying vehicles in Ukraine. Any significant alteration to a vehicle's construction requires prior official permission and subsequent re-registration. Only vehicles that have already been registered in the country are eligible for such modifications.

Common modifications that fall under these rules include:

  • Changing the engine type;
  • Altering the body/chassis;
  • Installing specialized equipment;
  • Fitting a gas cylinder system (LPG).

Installation of LPG systems, in particular, may only be performed by certified workshops. It is crucial to note that brand-new vehicles not yet registered in Ukraine are not permitted to undergo any modifications.

Once modification work is complete, the vehicle must be re-registered. The authorities stress that

"all such changes are prohibited from being carried out independently and require official approval."

Specialists further clarify that

"only vehicles previously registered can be modified. New vehicles not yet registered in Ukraine are not subject to modification."

Specific alterations requiring a permit notably cover:

  • The body/chassis construction;
  • The vehicle's purpose (e.g., from cargo to passenger);
  • The engine;
  • The number of seating positions;
  • The control system (e.g., conversion to manual steering).

These updated regulations aim to enhance road safety and ensure vehicles meet modern standards. For context, similar rules exist in many countries to ensure modifications do not compromise vehicle integrity. The rules also help control the quality of workmanship by restricting major modifications to certified workshops. This approach is intended to reduce the risk of accidents and improve the overall condition of the national vehicle fleet.
