According to Пенсії (RSS): A 47-year-old woman living alone and relocated from a front-line area to Poltava recently asked the Fund whether she qualifies for housing assistance. She is currently unemployed. According to the response, eligibility for aid for internally displaced persons (IDPs) depends on having an official IDP registration.

To qualify, the person must have moved on or after January 1, 2022, from a region listed as a combat zone or temporarily occupied by the Russian Federation. Alternatively, aid may be granted if the applicant’s home was destroyed or rendered uninhabitable, provided that this is recorded in the State Register of Damaged and Destroyed Property or confirmed in writing by local authorities or regional state administrations.

Terms for Receiving Assistance

Payments are issued for six months starting from the month of application and are automatically renewed for another six-month period. The rules are outlined in Cabinet of Ministers Resolution No. 332 of March 20, 2022. If the recipient is neither disabled nor employed, they must take steps to find work within three months of the aid being granted. These steps include:

  • securing a job,
  • registering with an employment center,
  • or starting a business.

Failure to meet these employment-related requirements will result in the suspension of payments starting the month after the three-month deadline ends.
