Kyiv Region Military Recruitment Centers Mostly Meet Standards, but Bila Tserkva Facility Falls Short
Inspection of Territorial Recruitment Centers in Kyiv Region
According to Главком: Lawmaker Oleksandr Fediyenko launched an inspection of the Territorial Centers for Recruitment and Social Support (TCCs) across the Kyiv region. His initiative targeted facilities in Bucha, Vyshhorod, Boryspil, Fastiv, Obukhiv, Brovary, and Bila Tserkva. While most centers received a passing grade-rated as normal or satisfactory-the Bila Tserkva site stood out for the wrong reasons: its building is unfit for use, requiring repairs and new furniture. As a result, recruits from Bila Tserkva are being temporarily housed at other centers, including those in Obukhiv and Vasylkiv.
Oleksandr Fediyenko stated: 'As part of my parliamentary oversight duties, I initiated an inspection of the TCCs based on an official request. Today, I received the response along with the inspection report.'
He further noted that all inspected centers provide essential living conditions, including beds, meals, water, sanitation, cleaning services, and medical support. Here is a breakdown of the findings:
- Boryspil: Conditions normal-beds, food, water, sanitation, and medical care all in place.
- Brovary: Similarly, a separate facility with basic amenities provided, all within acceptable standards.
- Obukhiv (Vasylkiv): Normal conditions, plus temporary accommodation for individuals from Bila Tserkva.
- Fastiv (Boyarka): Satisfactory conditions-housing, meals, sanitation, and medical assistance are available.
No critical violations were uncovered during the inspection. However, it is worth noting that a separate review of the Uzhhorod District Recruitment Center revealed unsanitary conditions, triggered by a report from Dmytro Lubinets. In response, Ukraine's Defense Forces have launched their own investigation into that facility.
This oversight push by Fediyenko highlights ongoing efforts to monitor social support conditions-a key factor in protecting citizens' rights. While the Bila Tserkva shortcomings and the lack of major issues elsewhere suggest a mixed picture, the findings underscore the need for continued vigilance to improve living standards. The Uzhhorod case, in particular, reinforces the importance of upholding hygiene and operational standards in military and social institutions.
In light of recent inspections, the situation at recruitment centers in Kyiv region raises questions about oversight and accountability. While most facilities have been deemed satisfactory, the recent corruption scandal in Bucha highlights the need for comprehensive reforms to ensure integrity and proper functioning across all centers.
