Severe Weather Halts Odesa Ports, Leaving Thousands of Grain Wagons Stranded

Ukrainian Sea Ports Face Major Disruptions

According to Главком: Adverse weather conditions in southern Ukraine have caused severe operational delays at the country's sea ports, particularly in Greater Odesa, leading to a significant backlog of grain wagons. The disruptions, which began earlier this week due to frequent air raid alerts, have been exacerbated by rain, wet snow, icing of power lines, snowfall, and frost. This has resulted in a critical accumulation of wagons loaded with Ukrainian grain waiting to access the ports. The situation highlights the ongoing vulnerability of Ukraine's crucial agricultural export routes, which are vital to the global food supply.

Currently, there are 6.21 thousand wagons in the area, with 1.39 thousand directly at the ports. According to Tkachov, Deputy Director of the Transportation Technology Department at Ukrzaliznytsia, an accumulation of 11 thousand wagons would be nearly critical. The primary causes of this backlog are:

• Increased daily load of up to 1.6 thousand wagons;
• Unfavorable weather;
• Air raid alerts;
• Damage to a sorting station in Odesa.

Plans to Restore Normal Operations

To normalize operations, plans are in place to increase the daily unloading rate to 1.5 thousand wagons. However, the situation is also expected to impact the 2026 planting season, as weather risks, fertilizer shortages, and logistical problems threaten future harvests. The grain harvest is projected to be approximately 50 million tons, but fertilizer deficits could lead to a shortfall of up to 10%.

Simultaneously, Ukrzaliznytsia is enhancing railway connections in the Odesa region. Specifically, train No. 54/53 Odesa – Dnipro will now run daily. Daily departures from Odesa will begin on February 22, and from Dnipro on February 23. The train's route covers key stations: Voznesensk, Pomichna, Kropyvnytskyi, Znamianka, Oleksandriia, and Kamianske.

The accumulation of grain wagons points to serious issues within the logistical chain, which could have far-reaching consequences for Ukraine's agricultural sector.

The worsening weather and associated port delays could cause a decline in crop yields in the coming years, impacting the country's food security. The response from Ukrzaliznytsia, which seeks to improve rail links to mitigate the logistical fallout, is a crucial step. While this measure may help stabilize the situation, it will require time to take full effect.
