Poland changes rules for Ukrainians from November 1: who will lose housing

New housing and payment rules in Poland
Зміни в правилах для українців в Польщі з 1 листопада: кого це торкнеться та які наслідки?

From November 1, 2025, new social support rules for Ukrainian refugees concerning free housing and payments under the '800+' program will come into effect in Poland.

According to information from the Visit Ukraine website, the most significant change is the end of the program for free accommodation in collective living centers. Now, most Ukrainians will have to pay for housing independently, except for socially vulnerable groups who can receive housing at a discounted price or for free.

Who retains free housing

Only certain categories of refugees have the right to free accommodation, such as children eligible for '800+', pensioners with a Polish pension, individuals with disabilities, women over 60 without a pension, pregnant women, single parents with children, students, and others. Everyone else must pay the full cost of accommodation.

Changes to the '800+' program

The financial assistance program for children '800+' is currently operating unchanged, but the new conditions set by the president will come into effect on June 1, 2026. To receive the payment, one must have official employment and an income of at least half of the minimum wage.

Until mid-2026, the program will operate under the old rules, but experts advise Ukrainians to legalize their employment and confirm their children's education now to avoid losing support after the changes are implemented.

Salary levels in Poland

The minimum wage in Poland remains at 4,666 zlotys per month before taxes, while the average salary in August 2025 reached 8,769 zlotys. Authorities explain the changes made as a transition to a stable system of migrant integration aimed at stimulating employment and ensuring protection for the most needy.

As of November 1, 2025, new social support rules for Ukrainian refugees will come into force in Poland, involving changes in the free provision of housing and payments under the '800+' program. Now, most Ukrainians are obligated to pay for housing independently, but socially vulnerable groups can receive housing under favorable conditions or completely free. The president has set new conditions for receiving assistance under the '800+' program, which will take effect on June 1, 2026, and advises Ukrainians to tidy up their employment and education before this deadline to avoid payment problems.
