Deferrals in Reserve+: What Has Changed for Military Service Members Since November 1
As of November 1, 2025, new rules for obtaining a deferral from conscription came into effect in Ukraine during martial law and general mobilization. Now, instead of conventional paper documents with seals, it is necessary to have an electronic military record document in the 'Reserve+' application. This digital document has a defined legal force and replaces previous certificates.
'The main confirmation of the deferral is now the electronic military record document in the 'Reserve+' application,' the Ministry of Defense emphasized.
For those who cannot use a smartphone or a special application, alternative methods are provided. Information can be obtained by printing the document from official sources:

through the 'Diia' portal;

at the territorial center for recruitment and social support (TCC and SS) or at the CNAP - if a paper version with a deferral mark is needed.
According to the Ministry of Defense, the introduction of electronic documents facilitates information verification and reduces the risk of forgery. It also allows for the rapid updating of data on military service members in registers.
