Illegal E-Cigarette Liquid Production Ring Busted

According to Главком: Ukrainian law enforcement has dismantled a large-scale illegal scheme for manufacturing and selling e-cigarette liquids, which had been operating in the country since 2023. The operation involved more than 70 searches across Kyiv and five other regions, leading to the seizure of products, raw materials, cash, and equipment valued at approximately 30 million Ukrainian hryvnias (roughly $750,000 USD). This crackdown is part of a broader effort to combat the significant tax revenue losses caused by the illicit tobacco and vaping trade.

Over 200 individuals were involved in organizing the full cycle of this illegal nicotine-containing mixture business. Among the products sold were vape liquids with flavors other than tobacco, which are banned in Ukraine. During the searches, authorities confiscated tens of thousands of product units and raw materials, including:

  • Flavorings
  • Glycerin
  • Cartridges
  • Pod systems
  • Manufacturing equipment

Additionally, over $70,000 in cash, computer hardware, and documentation were discovered.

The total value of the confiscated assets is about 30 million hryvnias, and their forfeiture is planned. The illegal distribution networks used to sell the products were also taken down. In a related move, the Cabinet of Ministers has approved the launch of the 'eTobacco' information tracking system. Separately, the Bureau of Economic Security exposed and halted one of the country's largest underground cigarette factories, a facility with the capacity to produce up to 10,000 packs of cigarettes per hour. That illicit workshop alone was causing monthly losses of tens of millions of hryvnias to the state budget.

The searches were conducted in the following regions:

  • Kyiv Oblast
  • Kirovohrad Oblast
  • Poltava Oblast
  • Cherkasy Oblast
  • Chernihiv Oblast

This operation underscores the ongoing efforts by Ukrainian authorities to fight the illegal circulation of tobacco and vaping products, which inflicts substantial financial damage on the state. The introduction of the 'eTobacco' system is expected to be a crucial step in controlling the legal market and reducing the scale of smuggling. Beyond protecting state revenue, dismantling these schemes is vital for consumer safety, as unregulated products can pose significant health risks.
