According to Главком: Finnish President Alexander Stubb has proposed a sweeping expansion of the European Union that could bring the bloc to as many as 40 members. Among the countries he envisions joining are the United Kingdom, Norway, Iceland, Turkey, and even Canada. Stubb stressed the importance of creating flexible membership conditions that would allow both European and non-European nations to integrate into a single framework. As he put it,

“At this moment, we need to think big and geographically-we need to expand or at least create membership terms flexible enough to make it possible.”

This proposal comes as the EU faces shifting global dynamics and seeks to strengthen its geopolitical influence.

Current Status and Future Outlook

Today, the EU consists of 27 member states. Countries currently holding candidate status for accession include:

  • Ukraine
  • Moldova
  • Bosnia and Herzegovina
  • Albania
  • North Macedonia
  • Montenegro
  • Serbia
  • Turkey

It is worth noting that the United Kingdom left the EU in 2020 following Brexit, while Norway and Iceland have repeatedly declined to join the organization.

Stubb also remarked that it would be

“great if Canada were the 28th state of the European Union, rather than the 51st state of the United States.”

According to his statements, Europe requires a broader vision of integration that reflects modern geopolitical realities.

An upcoming summit in Tivat, Montenegro, will focus on accelerating the accession process for Western Balkan countries. The nations under discussion in this region include Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Serbia, and Montenegro. It remains an open question which countries might be next in line for EU membership if Stubb’s proposed large-scale expansion moves forward.

The Finnish president’s initiative could significantly reshape Europe’s political landscape, potentially boosting integration and cooperation among states.
