Ukraine's 'eNursery' Program to Launch in 2026, Offering Monthly Childcare Subsidies
Ukraine's New 'eNursery' Initiative
According to ХВИЛЯ: Starting January 1, 2026, Ukraine will launch the 'eNursery' program, a state-funded initiative designed to assist families with children under three by subsidizing the cost of professional childcare. This support will be available to a child's mother, father, or other legal guardian for children aged one to three years old. The program is part of a broader effort to support young families and encourage workforce participation.
Payment Amounts and Eligible Uses
The standard monthly subsidy will be 8,000 hryvnias per child. However, families raising a child with a disability will receive a higher monthly payment of 12,000 hryvnias. These funds are designated to cover expenses for:
- private kindergarten fees,
- nanny services,
- additional paid services at state or municipal preschools.
Payments will be deposited into a dedicated account linked to a government-issued 'Diia.Card'. To apply for the benefit, parents must visit a branch of the Pension Fund of Ukraine. Required documentation for the application includes:
- a passport,
- tax identification code,
- the child's birth certificate,
- a copy or extract of an order confirming a return to full-time employment.
The 'eNursery' program aims to alleviate the financial pressure on parents by helping them secure quality care for their young children.
The introduction of the 'eNursery' program represents a significant step in supporting families with children, providing crucial financial aid amid rising care costs. It is also expected to stimulate growth in the private preschool sector by increasing competition in the childcare services market. Furthermore, the initiative may positively impact parental employment, enabling them to better balance work and childcare responsibilities.
