According to ХВИЛЯ: In 2025, Ukraine's industrial sector made a substantial contribution to the national budget, paying UAH 367.5 billion in taxes. This figure represents 18% of the country's total tax revenue and signals a significant increase in economic activity within the sector. Compared to 2024, tax payments from industrial enterprises grew by UAH 70.2 billion, marking the highest absolute increase among all economic sectors. This robust performance is a key indicator of economic resilience and recovery.

Trends in Tax Revenue Growth

The most dynamic growth in tax contributions came from high-tech industries and the food processing sector. Key areas driving this increase included:

  • Transport machinery manufacturing (excluding automotive) with an additional UAH 6.73 billion;
  • Industrial equipment and machinery with UAH 6.20 billion;
  • Aerospace and related equipment with UAH 5.74 billion;
  • Food processing industry with UAH 5.54 billion;
  • Metal products (excluding machinery) with UAH 4.94 billion.

To support the national brand, the government allocated approximately UAH 37 billion in 2025. This funding encompasses not only 15 existing programs but also new initiatives launched on January 1st. These include business insurance against war risks, an expansion of the 'Own Business' micro-grant program, and financing for national pavilions at international exhibitions to stimulate exports.

Oleksiy Sobolev, a representative of the Ministry of Economy, Environment and Agriculture, noted: 'Industrial development is one of the key priorities of our work. The 2025 results confirm the effectiveness of this strategy: the 'Made in Ukraine' programs have not only provided a significant contribution to the state budget but also contributed 0.95 percentage points to GDP growth.'

These results point to the recovery and development of Ukraine's industrial sector, a crucial indicator of economic stability amidst the ongoing challenges the country faces. The rise in tax revenue may also serve as a positive signal to foreign investors about an improving business climate and the potential for investment in the Ukrainian economy.
