Vladimir Putin's Remarks on Dialogue with Ukraine

According to Главком: On June 23, during a meeting with Russia’s Security Council members, Vladimir Putin stated that Moscow is prepared to engage in dialogue with Ukraine using the Istanbul agreements as a foundation-terms that were initialed by the Ukrainian delegation. He asserted that peace negotiations were cut short due to Ukraine’s actions. These comments come amid ongoing hostilities that have drawn global attention to the conflict’s trajectory.

In the same discussion, Putin addressed strikes by Ukraine’s Armed Forces on Russian territory, specifically mentioning an attack on a bus carrying Belarusian athletes and one on a college in Starobilsk. He argued that such strikes 'do not change and cannot affect the situation on the front line,' where, according to him, Russian forces are 'liberating one area after another.'

Reactions from Both Sides

Putin also weighed in on an open letter from Ukrainian President Volodymyr Zelenskyy, describing it as something that 'creates conflict potential.' Russian Foreign Minister Sergey Lavrov expressed disappointment, stating that hopes for the West to act as an honest broker in peace talks have collapsed. Meanwhile, Putin’s aide Yuriy Ushakov reaffirmed Russia’s willingness to hold discussions with the European Union.

On the Ukrainian side, Andriy Melnyk, Ukraine’s permanent representative to the UN, signaled Kyiv’s openness to direct negotiations with Russia but cautioned that the room for further compromises is not unlimited.

Putin’s statements underscore the persistent rift between Russia and Ukraine and the intricate nature of peace negotiations.
