Russian Army Reaches Historic High of 2.4 Million Personnel Under Putin’s Decree
Shift in Russian Military Manpower
According to Главком: Russian President Vladimir Putin has signed a decree setting the official strength of the country’s armed forces at 2.4 million people-specifically 2,399,130 individuals. Of these, 1,510,000 are active-duty military personnel. This marks an increase of 7,360 troops compared to the previous decree issued on March 4, 2026. For an English-speaking audience, it’s important to note that these changes occur amid ongoing international scrutiny of Russia’s military posture.
Before Russia’s full-scale invasion of Ukraine, the army stood at 1.9 million, including 1.01 million service members. By January 2023, the force had grown to 2.04 million, with 1.15 million military personnel. In December 2023, the numbers climbed further to 2.21 million, including 1.33 million soldiers. As of December 2024, the authorized strength reached 2.39 million, with 1.5 million active troops. By March 2026, the army totaled 2,391,770, of whom 1.502 million were military personnel.
Military Activity and Mobilization Efforts
On June 12, Putin met with veterans of the special operation at the Kremlin to mark Russia Day. During the event, he stated that
the number of Russian troops deployed in the special operation zone now exceeds 700,000
. Additionally, reports indicate preparations for further mobilization in Russia, with the country’s political leadership aiming to expand the occupation contingent by at least tens of thousands of troops.
These adjustments in military size reflect Russia’s continued military engagement, raising concerns within the international community. The growing number of soldiers may signal preparation for new phases of conflict and hint at potential shifts in the Kremlin’s military strategy. Amid persistent regional security threats, such decisions reshape the geopolitical landscape and could significantly impact Russia’s relations with other nations.
The increase in personnel within the Russian military coincides with significant developments in Ukraine's defense capabilities. Recent reports indicate that over 80% of Ukraine's weaponry is now produced domestically, highlighting a shift in the balance of military power in the region. As both nations bolster their forces, the implications for regional security remain profound.
