Ukraine’s Parliament Proposes a Swap: Reserved Workers Exchanged for Military Recruits

According to ХВИЛЯ: A fresh proposal is being debated in Ukraine’s Verkhovna Rada that would change how businesses secure exemptions for employees beyond the legal quota. Fedir Venislavskyi, a member of the Parliamentary Committee on National Security, Defense, and Intelligence, outlined a plan requiring companies seeking extra reservation slots to bring in military personnel for the Armed Forces of Ukraine in return. As of now, this idea has not been formalized into any legislative draft.
Reservation Terms and Anti-Abuse Measures
Under the proposal, businesses could gain the right to reserve additional workers, but only by providing a specific number of recruits to serve in the Ukrainian military. Venislavskyi stressed that this is not about 'economic reservation,' as he believes simply paying money for exemptions violates the constitutional principle of equality.

Venislavskyi clarified that the initiative aims to create an alternative based on actual military personnel, not financial payments. 'It should provide an alternative not in the form of money, but in the form of specific servicemen from the Armed Forces of Ukraine or other defense and security sectors, who will replace those the company wants to reserve,' he explained.
According to him, if a company wants to reserve additional employees, 'it must bring a corresponding number of people into the Armed Forces and legally obtain the right to reserve an extra category.'
Parliament is also discussing a review of already reserved workers, due to concerns about corruption schemes in the reservation process. Venislavskyi agreed on the need for such checks, stating:

The business community has already expressed willingness to finance the recruitment of military personnel in exchange for expanded reservation rights.
This proposal addresses the need to balance the country’s military demands with business interests during wartime. Encouraging companies to contribute to military staffing could be a key step in bolstering Ukraine’s defense capabilities, but it requires strict oversight to prevent misuse. The ongoing debate over worker reservations highlights the importance of transparent and fair mechanisms in state-business relations during crises.
