According to ХВИЛЯ: Oleh Popenko, a housing management expert, has issued a warning about the risk of hostile takeovers of apartment buildings, a threat emerging from the government's ongoing housing and utilities reform. During a live broadcast on his YouTube channel 'Oleh Popenko PRO', he cited a case in Kyiv where a group of fraudsters illegally seized a 1,000-square-meter basement. This type of property seizure is a growing concern in Ukraine's real estate sector, where legal loopholes are being exploited.

A network of companies in Kyiv is actively seizing control of multi-storey buildings by forging documents. In the Pechersk district, on Bolbochan Street, criminals successfully took over a basement valued at $1.5 million. Popenko explained that the perpetrators arrive at a building and, through manipulations with meeting protocols, appoint their own director, all without the knowledge of the building's condominium association (OSBB) residents.

Urgent Need to Protect Homeowner Rights

Popenko further stressed that to untangle such schemes, the government's anti-raider commission is being brought into these cases. He remarked:

'Imagine we have a condominium association and a director is appointed who then sells off all the basements, attics, and everything else. The scale of the abuse could be beyond anything we can currently imagine.' - Oleh Popenko

This underscores the severity of the situation and the urgent need for measures to protect homeowners' rights.

'They seized a building, and I was asked to get involved; I worked to ensure the Ministry of Justice addressed this issue,' the expert added, pointing to the necessity of active measures to counter property raiding in the housing sector.

Despite efforts by authorities and specialized commissions, fraudulent schemes continue to pose a significant threat to property owners.
