Obstacles in Recruiting Prisoners for Ukraine's Armed Forces

According to ХВИЛЯ: Anton Chorny, an instructor with the 'Shkval' battalion of the 59th Brigade, has reported significant difficulties in the program to recruit convicts for military service in Ukraine's Armed Forces (ZSU). The primary issues are an overly complex bureaucratic process and a complete lack of effective coordination between the various agencies involved, which severely hampers the enlistment of candidates.

This initiative, intended to bolster troop numbers, requires the participation of multiple separate bodies, including:

  • Prison colonies
  • Territorial Recruitment Centers (TCCs)
  • Medical commissions
  • The courts

The procedure begins with an interview between candidates and battalion representatives, followed by the signing of a written consent form. The prison deputy warden then forwards this document to the TCC, where the candidate undergoes a military medical commission (VLC). A personal file is then compiled and sent back to the prison colony, after which the administration submits the candidate to a court.

The court must determine the specific military unit to which the convict will be sent. Crucially, the convict is supposed to be dispatched to their unit within eight days of the court's decision. However, according to Anton Chorny, numerous problems plague this entire chain of events.

"We have written out a huge number of these consent forms. But by the final stage, the prison administration, the TCC, and the courts are all involved. And at all these points, there is absolutely no communication whatsoever," - Anton Chorny.

He further emphasized that 'unusual documents keep getting lost,' which complicates the procedure even more. All these factors contribute to delays and complications in recruiting convicts for the ZSU, causing concern within military structures.

Impact on Military Capacity

The problems with prisoner recruitment reflect broader systemic issues that can affect the army's ability to replenish its ranks quickly and effectively. Cumbersome bureaucracy and a lack of coordination between different state institutions can hinder the mobilization of willing individuals. This, in turn, could have consequences for Ukraine's operational capacity amid the ongoing war. If the situation deteriorates further, the military may be forced to seek alternative solutions to secure the necessary personnel numbers.
