The USA plans to transfer $5 billion from Russia to Ukraine: how the REPO scheme will work
The US Senate has introduced a new bill aimed at punishing Russia for its aggression against Ukraine. The REPO Implementation Act of 2025 was introduced by Democrat Sheldon Whitehouse and Republican Jim Risch. According to this document, it is planned to transfer 5 billion dollars of Russian assets frozen in the US to an account for their use. The bill provides for quarterly allocations of at least 250 million dollars from these funds to support Ukraine. The authors of the law claim that this decision will help avoid a financial burden on American taxpayers and force Russia itself to finance the defense and reconstruction of Ukraine, which has suffered from the war. Senators have also urged other US allies to take similar actions regarding Russian assets to increase economic pressure on the Kremlin. Currently, the bill serves as a signal to the Trump administration, as well as to other countries, to begin seizing Russian assets for the benefit of Ukraine and to increase pressure on Russia. Moreover, under pressure from Trump, Germany has also changed its position regarding the use of Russian assets.
