New deferment rules starting November 1: who will have to go to the CNAP
Currently, there are 10 types of deferments available in Reserve+, among which people with disabilities, temporarily unfit for service, parents of children with disabilities, and other categories of citizens can apply for deferment through the application. It is planned to add one more deferment for those caring for parents with disabilities. Details should be clarified with the Ministry of Defense.
The Ministry of Defense explained that new rules for obtaining deferments from conscription into military service will come into effect on November 1, 2025. According to these rules, all deferments that can be confirmed in state registries or that cannot change over time are automatically extended. Forming deferments online through the Reserve+ application has become the primary way. It can also be done offline through administrative service centers (CNAPs).
Who needs to contact the CNAP for deferment application
If the type of deferment is not available in Reserve+, or for certain categories of citizens, an application can be submitted at a convenient CNAP. For example, this applies to guardians, caregivers, adoptive parents, and people assisting individuals with disabilities.
What documents need to be brought
To obtain a deferment at the CNAP, it is necessary to have a passport, RONOKPP, and other documents depending on the type of deferment. After submitting the application, the documents will be sent to the TCK for consideration.
After reviewing the application, the result will be sent to the CNAP to inform the applicant. If the response is negative, the reason for denial will be sent to the email. It is important to note that the deferment application must be submitted in person, without representatives.
In November 2025, new rules for obtaining deferments from conscription into military service came into effect. Now a deferment can be applied for online in the Reserve+ application or offline through CNAP, depending on the availability of the type of deferment. The Ministry of Defense has expanded the number of categories of citizens who can take advantage of this opportunity, providing a faster and more convenient deferment application process.
