Emergency Funding from the State Reserve

According to Главком: Since the start of 2026, Ukraine has allocated over 47.5 billion hryvnias from its state budget reserve fund to finance urgent priorities. As of March 30, 2026, actual cash expenditures from this sum amounted to 10.291 billion hryvnias. These funds have been distributed across seven key areas, including:

  • protection of critical infrastructure;
  • ensuring stable railway operations;
  • emergency road repairs;
  • enhancing energy resilience.

Specifically, 22 billion hryvnias were designated for critical infrastructure protection. Ensuring stable railway operations received 16 billion hryvnias, while emergency road restoration was allocated 3 billion. Strengthening energy resilience was granted 2.56 billion hryvnias. Restoring transport connections in southern Ukraine is set to receive 718.8 million hryvnias, and support for critical infrastructure workers will amount to 246.4 million hryvnias. Bolstering defense capabilities received 5.9 million hryvnias.

The state budget reserve fund is used to finance critically important, unforeseen, or urgent expenditures-primarily in the areas of security, infrastructure restoration, and maintaining the country's vital functions. As of March 30, 2026, cash expenditures stood at 10.291 billion hryvnias.

Furthermore, on March 20, 2026, a program for partial fuel cost compensation was launched, offering a 15% cashback on diesel, 10% on gasoline, and 5% on autogas. These measures are part of broader efforts to sustain the economy and infrastructure amid ongoing challenges. The allocation of reserve funds underscores the priority placed on rebuilding critical infrastructure and supporting economic stability in Ukraine. The fuel compensation program is also a significant step in maintaining the affordability of energy for the public and businesses. This demonstrates the government's focus on ensuring stability in the face of the nation's current challenges.

As the government prioritizes funding for essential infrastructure and energy resilience, the broader implications for the industrial sector are becoming evident. Starting in April 2026, industries across Ukraine will face scheduled power outages, a measure likely aimed at managing resource allocation during this critical period. Understanding these developments is crucial for assessing the overall economic landscape.
