Russia Shifts Funding from Space to Intelligence

According to Главком: Ukraine's Foreign Intelligence Service reports that Russian special services have diverted funding from the Russian Federation's space programs. This move comes as Russia's space sector, once a point of national pride, faces increasing pressure to support state security objectives. In March 2025, Russia placed 16 satellites of the 'Rassvet' (Dawn) constellation into orbit. As part of this project, Russian intelligence also provided India with surveillance data on a group of Ukrainian citizens detained in the state of Mizoram.

According to the information, the Russian special service redirected funds earmarked for modernizing satellite systems to purchase special surveillance equipment, expand personnel, and conduct covert operations. The 'Rassvet' project, implemented by 'Bureau 1440', which is part of 'X Holding', involves significant financial commitments. 102 billion rubles have been allocated from the federal budget for its development, with the private structure obligated to invest a further 329 billion rubles.

Detention of Ukrainians in India

Among the leadership of 'X Holding' is the son of Deputy Director of the service, Sergei Korolev. Russian intelligence services passed information to their Indian counterparts regarding the surveillance of a group of Ukrainians detained in India. India's National Investigation Agency reported that law enforcement had been monitoring this group for three months, with data on their movements supplied by Russia.

Those detained included:

  • three Ukrainians detained at Lucknow airport,
  • three more in Delhi,
  • and an American citizen at Kolkata airport.

All suspects had entered India legally but traveled to Mizoram state without the required permit. This situation highlights the increased activity of Russian intelligence services in the field of international surveillance and their use of space-based technologies for these purposes.

This case indicates that Russian special services are intensifying their efforts internationally, utilizing advanced technologies to carry out operational tasks.

The diversion of resources from space programs to surveillance needs signals a shift in Russia's operational priorities, which could have serious implications for security and human rights globally. The cooperation with India in this area further underscores how nations may collaborate to achieve shared intelligence objectives.
