Russia traditionally does not provide any verified evidence of its accusations. Instead, the Kremlin refers to: anonymous reports from the Russian Defense Ministry; mentions of 'Syringe gas,' CS/Chloracetophenone, 'psychotropics,' and 'hydrogen cyanide'; the absence of any verification procedures by the OPCW.
As a result, a standoff has emerged between Russia and Ukraine. Ukraine, which is a full-fledged state party to the Chemical Weapons Convention, denies any information regarding its own production programs for toxic substances, while the accusations from Russia are not supported by official investigations or OPCW verification mechanisms.
