Large-Scale Russian Psychological and Information Warfare Campaign

According to Главком: Ahead of a date significant to the Kremlin, Russian forces have launched an extensive information and psychological operation (IPSO) in Ukraine’s border regions. Using drones, they scatter leaflets that mimic the color and design of Ukrainian hryvnia banknotes. Instead of serial numbers, these leaflets feature QR codes. Scanning them could infect a smartphone with spyware or lead to the theft of personal data and access to banking apps.

The leaflets promote Russian propaganda, focusing on World War II themes and calling for joint celebration of Victory Day. The frequency of these attacks has increased, with similar incidents previously recorded in Sumy and Kharkiv regions. In the Kharkiv area, occupiers are employing small infantry groups instead of large-scale assaults-operating in units of one or two soldiers to quietly infiltrate positions.

According to Heorhiy Khvistani, chief of staff of the unmanned systems battalion within the 58th Motorized Infantry Brigade: 'The occupiers operate in small groups. Sometimes just one or two soldiers.'

This information comes from Glavkom, citing the Center for Countering Disinformation. The situation along the border remains tense, and Ukrainian forces continue to respond to threats from Russian troops.

Protecting the Information Space

The deployment of these psychological operations highlights Russia’s intensified use of propaganda tactics ahead of key dates. Using drones to distribute materials is part of a broader strategy to destabilize and influence public consciousness.

Amid growing tension in border zones, the Ukrainian military and anti-disinformation organizations are working to:

  • Safeguard the information space
  • Ensure public safety

The ongoing psychological operations by Russian forces are not isolated incidents; they are part of a larger pattern of disinformation tactics targeting various sectors, including military personnel. For instance, recent claims against Ukrainian military chaplains have raised concerns about the spread of false narratives aimed at undermining morale. Understanding these broader propaganda efforts is crucial for recognizing the full scope of the threat.
